• Engage Escape Plan
• Prepare an escape plan (lateral/upwind)
• Assign an Access Control Officer

Level 1 plus the following:

• Engage escape plan from Isolation Zone
• Access Control Officer – open critical access points (gates, doors, etc.)
• Head count and life safety concerns
• Status of refuge/SIP location(s)
• CAN Report to Plant IC

Level 1 & 2 plus the following:

• Evaluate weather and exposure concerns and on-site/off-site plume movement.
• Long terms needs; move to off-site locations, transport, food, water, bathrooms, etc.
• Prepare for release or return to work orders (safe movement and status check-out forms).
