Purpose
Engage critical operations during an evacuation order for an ammonia, fire,
natural/manmade disaster, or other event that disrupts the workplace.
Strategy
The highest life safety priority is to set an Isolation Zone (100 ft. to 500 ft.) and 1,000 ft. for a catastrophic threat. Those located in the Isolation Zone must move to safe Rally points until the best evacuation staging area is announced by the Evacuation Group Supervisor or the Incident Commander.

Command

Definitions:
Command Team Leadership:The Incident Commander (IC) manages all emergency response concerns. The IC will delegate roles to those prepared to carry out the operational plan. An Evacuation Group Supervisor may be designated to carry the evacuation Plan.
Evacuation Group Supervisor: Command team member assigned to coordinate the overall evacuation and care of evacuees.
The Lead Responder: is responsible for safe escape and movement of evacuees out of the Isolation Zone to a Rally point. The Rally Point Manager will account for evacuees located in his/her zone boundaries and will assure safe movement of evacuees to a designated staging area assigned by the Evacuation Staging Manager.
Evacuation Staging Manager: receives the evacuee log sheets from the Rally Point Manager and appoints a Rally Point Manager to oversee each Evacuation Staging Area.
Rally Point Managers: are pre-appointed to manage a specified zone. The Rally Point Manager will record the names of evacuees and coordinate movement to the appropriate evacuation staging area.
Evacuation Sweepers: are pre-appointed to perform a last sweep of their assigned Zone to assure that all personnel have safely moved to the Rally Point.
Security Officer(s): assures facility security measures are maintained and they may unlock access gates and locked doors needed for emergency access.
Access Control Officer: oversees entry and exit from the Plant, directs emergency services to the Incident Command Post and unlocks pre-designated access gates and building access points as requested by the IC or Evacuation Group Supervisor.
Human Resources Manager: furnishes employee and visitor status; and employee medical information for injured victims to the IC and/or Evacuation Group Supervisor.
